WHY A SUBSET WORKS
Starting narrow costs you less than you would think
- A defined slice is the normal structure anyway. The licence was always going to name what it covers rather than sweep everything up.
- You learn how the process actually runs before committing anything you feel protective of.
- A narrow first scope still produces a real number. It is priced on what is in it, not penalised for what is not.
- There is no obligation to extend. Deciding once does not commit you to deciding the same way again.
